Introduction.
On 14 April 2026 in Marrakech, Morocco, 22 countries endorsed the “Marrakech Call to Action” during the ICAO Global Implementation Support Symposium (GISS 2026), reinforcing global commitments to the International Civil Aviation Organization Strategic Plan for 2026–2050. The initiative, supported by states including Morocco, Nigeria, Cabo Verde, and Japan, aims to enhance global aviation governance, strengthen institutional capacity, and secure sustainable financing for aviation development. Key priorities include unlocking aviation growth, empowering future aviation professionals, and reinforcing international cooperation under the “No Country Left Behind” agenda to ensure equitable development across all regions. The agreement also supports ICAO’s long-term goals of achieving safe, secure, and sustainable air transport by 2050, including net-zero carbon emissions and zero fatalities, while promoting innovative partnerships and financing models to address infrastructure and capacity gaps in underserved regions.

The 5th ICAO Global Implementation Support Symposium 2026 was held from 14–16 April 2026 in Marrakech under the leadership of the International Civil Aviation Organization, bringing together governments, regulators, and industry stakeholders to strengthen global aviation implementation capacity.
