    A French-Egyptian consortium, comprising VINCIBouygues ConstructionThe Arab Contractors, and Orascom Construction PLC, has submitted preliminary studies to Egypt’s National Authority for Tunnels (NAT) for Phase 5 of Cairo Metro Line 3, also known as the “airport link” or 4C, with projected investments of up to $500 million. Phase 5, spanning 9.2 kilometers from Heliopolis to Cairo International Airport and including seven stations, aims to improve airport connectivity and serve surrounding residential areas. The consortium was granted an additional six months by NAT to update technical studies, refine the project alignment, and provide detailed financial proposals, particularly for imported equipment requiring foreign currency. The Ministry of Transport requires that international financing cover foreign construction components, while the government finances local costs, reflecting a broader strategy that has secured over $10 billion in external funding for major public transport projects in the past decade.
