    Morocco’s government council is reviewing an air services agreement with Rwanda, signed on September 25, 2025, during the 42nd ICAO Assembly, as part of the formal ratification process. The agreement establishes a legal framework for bilateral cooperation in international air transport, covering service operations, aviation safety and security, technical cooperation, and joint participation in regional and international aviation bodies. During the review, the council examined draft law No. 67.25, which is required for the agreement to enter into force under constitutional procedures. Moroccan authorities framed the deal as part of Rabat’s African aviation strategy, aiming to strengthen continental connectivity and position the kingdom as a regional hub, leveraging Royal Air Maroc’s network of nearly 27 African destinations with around 600 weekly flights. The government emphasised that the current discussions are procedural, with no changes to the agreement’s content.
