    Introduction

    The African Union (AU) has launched an ambitious US $30 billion aviation modernization plan to transform Africa’s air transport sector over the next decade. Announced during the III Financing Summit for Africa’s Infrastructure Development, held in Luanda, Angola, from 28–31 October 2025, the initiative supports the Single African Air Transport Market (SAATM) under the AU’s Agenda 2063 framework. It aims to close aviation infrastructure gaps estimated at US $25–30 billion, identified in collaboration with the International Civil Aviation Organization (ICAO), African Civil Aviation Commission AFCAC (AFCAC), and The World Bank. The plan allocates around US $10 billion for airport and aerodrome development, US $8 billion for upgrading communication, navigation, and meteorological systems, and promotes sustainable, green-technology adoption such as A-CDM and SWIM.
