    KENYA’S National Assembly has passed the Air Passenger Service Charge (Amendment) Bill, 2026, paving the way for a more targeted allocation of revenue collected from air passengers towards aviation safety and tourism development. Sponsored by the Leader of the Majority and considered by the House Committee of the Whole House before passage, the Bill seeks to amend the Air Passenger Service Charge Act and strengthen the administration and utilisation of funds generated through the passenger levy. The proposed changes are intended to channel a greater share of the revenue towards enhancing the capacity of institutions responsible for aviation safety, supporting safer and more efficient air transport operations while strengthening passenger and industry confidence. The legislation also seeks to support tourism promotion and development, recognising the critical role of reliable and safe air connectivity in attracting international visitors and expanding domestic tourism.
