MOZAMBIQUE has introduced a new regulatory framework for private air operators, replacing the previous rules in force since 2011 and introducing a 90-day transition period through the end of October 2026. The new Regulation on the Licensing of Private Air Operators applies to individuals and entities conducting non-revenue air transport or private aerial work and introduces digital licences incorporating anti-fraud features such as unique coded numbers, barcodes or QR codes, watermarks and holographic seals or encrypted digital signatures, with the civil aviation regulator required to provide systems for online licence verification. The regulation also clarifies that private operators will not require an Air Operator Certificate (AOC), although they must continue to meet applicable safety, security and airworthiness requirements.
