
Foster + Partners, working with Angola’s Ministry of Transport, has unveiled a master plan for the 13,480-hectare Icolo e Bengo Aerotropolis, an airport-led urban development anchored around the newly completed Dr. Antonio Agostinho Neto International Airport, located about 40 km east of Luanda. Conceived as a regional hub for Central and Southern Africa, the project is structured into three districts: a high-rise business and cultural district to the north linked to Luanda’s urban core, a low-rise research and innovation district to the west integrated with existing residential areas, and a hospitality-focused southern district overlooking Quisama National Park. The districts are connected by a 42–43 km landscaped green loop incorporating public transport, cycling infrastructure, open spaces, and stormwater drainage toward the Kwanza River. Sustainability is central to the design, with runway-aligned urban grids to enhance natural ventilation and around 3 sq km of photovoltaic panels planned alongside the airport.
