
France’s DGAC and Senegal’s ANACIM have expanded their 2018 technical-cooperation agreement with new annexes, formalized in February 2026, to enhance safety oversight, air-navigation services, and sustainable aviation initiatives. French experts will be seconded to Dakar to support Performance-Based Navigation (PBN) at Blaise-Diagne International Airport and mentor Senegalese inspectors under Europe’s Part-66 licensing framework. The agreement strengthens France’s influence on West African air-safety standards, opens opportunities for Airbus and Thales to offer navigation and training solutions, and could facilitate new Air France and Transavia routes. Enhanced oversight is expected to help Senegal maintain IATA Operational Safety Audit (IOSA) status, potentially reducing insurance costs for businesses, while travelers may see smoother, European-aligned safety procedures. The annexes will run for five years with annual reviews.
